Appropriations Update: FY 2011 Print E-mail
This summary is designed to highlight the ongoing Appropriations process for  FY 2011 budget. The House and Senate Appropriations Committees have each drafted a FY2011 Appropriations Bill.
 
Current Appropriations Numbers as of August 2, 2010
 
Food and Drug Administration (FDA)
·          President's Request- $2.508 billion (+6% FY10) Includes $25 million dollars to fund Regulatory Science.
·          Senate Request- $2.516 billion (+7% FY10)
      - $20 million dollars to fund Regulatory Science
·          House of Representatives Request- $2.571 billion (+9% FY10)
      - $25 million dollars to fund Regulatory Science.
 
National Institutes of Health (NIH)
·          President's Request- $32.007 billion (+3.2% FY10)
·          House of Representatives Request- $32.007 billion (+3.2% FY10)
·          Senate Request-$32 .007 billion (+3.2% FY10)
Cures Acceleration Network (CAN)
·          Senate Appropriations Committee- $50 million
Next Steps:
 
The budget timeline for FY 2011 is slightly delayed than in past years. During the HHS Appropriations Subcommittee on July 27, 2010, Senator Harkin said he believes Congress will be working on a budget up until December 2010 or even January 2011.
 
There are a number of steps before FY 2011 final budget is approved and allocated. This budget needs to be voted and passed by Congress then signed by the President. This includes a full House Appropriations Committee vote on the budget itself and if passed, proceeds to the House floor for a vote.
 
Once both chambers of congress vote on a full appropriations bill which they have created, they must merge the bills together to form one bill to vote on. Once that process is finished, both chambers must bring the same bill to their respective chambers, pass it, and then have the President sign the bill. There could be changes to the numbers outlined, at any given time.
